The Manual on Uniform Traffic Control Devices (MUTCD), 11th Edition (December 2023), is published by the Federal Highway Administration (FHWA) and establishes the national standard for all traffic control devices on public roads in the United States. Part 6 specifically covers Temporary Traffic Control (TTC) โ€” all devices, plans, and measures used in work zones, incident management, and other temporary situations.

6A โ€” General
๐Ÿ“Œ STANDARD (6A.01) The needs and control of ALL road users (motorists, bicyclists, and pedestrians) shall be an essential part of highway construction, utility work, maintenance operations, and incident management.
๐Ÿ“Œ STANDARD Qualified persons shall establish and maintain TTC. "Qualified" means trained and/or certified in TTC as required by the highway agency.

Buffer space provides a safety zone between the traffic and the work space. There are two types:

Longitudinal Buffer Space

Located BETWEEN the downstream end of the merging taper and the beginning of the work space. Runs parallel to traffic flow.

6D โ€” Pedestrian & Worker Safety

Pedestrian Considerations (6D.02โ€“6D.03)

  • Pedestrians with disabilities must be accommodated โ€” ADA compliance is MANDATORY
  • A clearly delineated and usable travel path must be provided at all times
  • Prior to closing a sidewalk, users must be notified in advance
  • Alternate pedestrian routes must be signed
  • Detectable edging (curbing or barriers) must be provided for visually impaired
  • Temporary ramps must meet ADA slope requirements (max 1:12)
  • Pedestrian channelizing devices shall be stable and detectable

๐Ÿ“Œ STANDARD โ€” Sign Orientation Signs SHALL be positioned perpendicular (face-on) to the traffic they are intended to warn. A sign turned sideways or at an angle to traffic provides little retroreflective visibility and is a compliance violation.
โš ๏ธ Wind Stability Portable signs MUST remain upright in normal wind conditions. Signs that blow over are a hazard to traffic and workers. Use weighted bases, sandbag anchors, or wind panels on portable stands for exposed locations (open highways, bridge decks, urban corridors with vehicle turbulence).

Advance Warning Area
The first component of a TTC zone. Extends from the first warning sign to the beginning of the transition area. Alerts drivers to conditions ahead.
Activity Area
The section of highway where the work takes place. Includes the work space, traffic space, and buffer space.
Arrow Display (Arrow Board)
A device with multiple lights that, when activated sequentially, indicates the direction traffic should move. Types A, B, and C for different road types.
Barricade
A device used to control traffic. Types I, II, and III provide increasing levels of closure from one lane to full road. Must be retroreflective.
Buffer Space
An area between the traffic and the work space, providing protection for workers and errant vehicles. Can be longitudinal or lateral.
Channelizing Device
A device placed on the roadway to guide traffic through a TTC zone. Includes cones, drums, vertical panels, tubular markers, and barricades.
Crashworthy
A TTC device that has been tested according to MASH (or NCHRP 350) criteria and found unlikely to cause significant harm when struck by a vehicle.
Detour
A route that diverts traffic to an alternate roadway that bypasses the work zone entirely.
Diversion
A route that moves traffic through a temporary roadway adjacent to or within the highway being worked on.
Dynamic Message Sign (DMS)
An electronic sign that can display changing messages to road users. Used for advance notice of TTC conditions and real-time information.
Engineering Judgment
The evaluation of available pertinent information and making a decision based on logic, experience, and the needs of traffic.
Flagger
A trained/certified person who controls traffic through a TTC zone using a stop/slow paddle, flag, or electronic device. Must wear Class 2 or 3 high-vis garment.
Highway Agency
The government body having jurisdiction over the highway (e.g., FHWA, IDOT, county highway department, city).
High-Visibility Safety Apparel
Clothing worn by workers near traffic meeting ANSI/ISEA 107 standards. Must be fluorescent yellow-green or orange-red background with retroreflective striping.
Lateral Buffer Space
A buffer space running perpendicular to the traffic path, providing separation between traffic and workers sideways.
Longitudinal Buffer Space
A buffer space running parallel to traffic flow, between the downstream end of the merging taper and the beginning of the work space.
MASH
Manual for Assessing Safety Hardware โ€” the current crash testing standard for roadside appurtenances and TTC devices. Replaced NCHRP Report 350.
Merging Taper
A taper that shifts traffic from a closed lane into an open lane upstream of the work space. Required minimum length determined by L = WS or WSยฒ/60.
Mobile Operation
A work operation that moves continuously or intermittently along the highway. TTC setup must move with the work crew.
MUTCD
Manual on Uniform Traffic Control Devices โ€” published by FHWA. Sets the national standard for all traffic control devices on public roads in the US.
One-Lane Two-Way Traffic
Traffic operation where vehicles in both directions share a single lane alternately. Controlled by flaggers, signals, or pilot car.
Pilot Car
A vehicle that guides traffic through a one-lane TTC zone by escorting vehicles through the section. Must display an ESCORT VEHICLE or PILOT CAR sign.
Road User
Any person traveling on a public road โ€” includes motorists, bicyclists, pedestrians, and others. All road users must be considered in TTC planning.
Retroreflective
A material property where light from vehicle headlights is reflected back toward the driver. Required on all TTC signs and channelizing devices.
Shadow Vehicle
A truck or vehicle positioned upstream of a work crew to intercept errant vehicles and protect workers. Often has a truck-mounted attenuator (TMA).
Sheeting (Sign Sheeting)
The retroreflective material applied to sign faces. Types range from I (low) to XI (highest). Type III minimum for TTC on high-speed roads.
Shoulder Taper
A taper used to alert drivers when the shoulder is closed. Required length is at least 1/3 of a merging taper for the same conditions.
Shifting Taper
A taper that moves traffic laterally (sideways) without fully closing a lane. Required length is at least 1/2 of a merging taper.
Taper
A series of channelizing devices placed to divert traffic from one path to another. Length determined by MUTCD formula based on speed and lane width.
Temporary Traffic Control (TTC)
All measures, devices, and activities used to safely manage traffic through a work zone, incident scene, or other temporary condition affecting normal traffic flow.
Temporary Traffic Barrier (TTB)
A physical barrier (concrete, water-filled, etc.) used to physically separate traffic from the work space. Must meet MASH crashworthiness criteria.
Termination Area
The downstream component of a TTC zone that transitions traffic back to normal conditions. Typically includes a downstream taper and END ROAD WORK sign.
TTC Plan
A plan that describes the TTC measures to be used for a work zone. May reference standard MUTCD figures or be a custom engineered drawing.
TTC Zone
The entire area from the first warning sign to the last TTC device. Contains all four zone components: Advance Warning, Transition, Activity, and Termination.
Traffic Space
The portion of the activity area through which traffic travels. Adjacent to (but not in) the work space.
Transition Area
The zone component between the Advance Warning Area and the Activity Area. Contains tapers and channelizing devices that guide traffic into the TTC path.
Truck-Mounted Attenuator (TMA)
A crash cushion device mounted on the rear of a shadow vehicle. Absorbs impact energy to protect workers when struck from behind.

๐Ÿ“ž JULIE 811 โ€” Always First Step Call 811 at least 72 hours before ANY digging. TTC setup starts AFTER utilities are marked and positive response received. Record J-numbers in your Daily Activity Log. Failure to call = potential liability if utility is struck.
๐Ÿ“‹ IDOT Highway Permit (Section 110) Work within IDOT right-of-way requires a Section 110 Highway Permit. TTC plan must be pre-approved with the permit. Allow 10โ€“15 business days for simple permits; complex permits may take months. Submit TTC plan per MUTCD and IDOT standards.
๐Ÿ™๏ธ City of Chicago Permits Chicago has its own permit process through CDOT (Chicago Department of Transportation). TTC must comply with both MUTCD and Chicago TTC Guidelines. Permits required for any lane closure or street opening. Street opening permits also required for any excavation.
๐Ÿ”„ OUC Package Tracking Track every package through OUC review cycles. Keep records of: Date received from OUC, date returned, open comments, status of each cycle. Use status codes: Under Review, Pending, OUC Approved, Cancelled. Document all communication in writing.
โš ๏ธ Emergency Utility Work Emergency utility repairs (gas leak, water main break) may not have time for full TTC plan approval. Illinois law allows emergency work to begin immediately with minimum safe TTC, followed by proper TTC as soon as possible. Document emergency basis in your daily log. Notify agency immediately.
โš ๏ธ Existing Traffic Signal Conflicts Never allow workers to block or interfere with an existing traffic signal without explicit agency approval. If work affects signal operation, coordinate with the signal operations center. A flagged intersection without signal is a significant liability.

๐Ÿ’ก Start with Standard Figures Always check MUTCD Chapter 6H standard figures first. If your situation matches a standard figure exactly, simply reference it. Creating a custom plan when a standard figure applies wastes time and may introduce errors.
๐Ÿ’ก When to Engineer a Custom Plan Use a custom plan when: (1) Work zone is at a curve, crest, or unusual geometry; (2) Multiple closures on same road; (3) Intersection work with multiple affected approaches; (4) Agency specifically requires engineered plan; (5) Conditions significantly differ from standard figures.
๐Ÿ’ก Lane Width Verification Verify actual lane widths in the field before calculating tapers. Design drawings may show nominal widths that differ from as-built conditions. Minimum 10 ft lane width recommended for temporary traffic lanes; 11 ft for trucks; 12 ft standard.
โš ๏ธ Don't Over-Design MUTCD Principle 7: Use the minimum necessary TTC. Too many signs, cones, and devices can confuse drivers. Follow the standard figures. More is not always better โ€” it can actually reduce safety by creating visual clutter.
โš ๏ธ Intersection Approach Angles On skewed intersections, advance warning sign placement must account for approach angle. A sign on a 30ยฐ skewed approach needs to be farther back to achieve the same sight distance as a perpendicular placement.

๐ŸŒค๏ธ Weather Considerations High winds can blow over signs and reduce retroreflectivity effectiveness. Rain reduces driver visibility โ€” increase vigilance and consider adding a PCMS warning. Snow and ice affect both driver behavior AND traction of TTC devices. Never place cones on snow/ice without verification they'll stay in place.
๐Ÿ• Setup Sequence โ€” Do It Right Always set up TTC in the direction traffic will encounter it: (1) Place farthest advance warning sign first, (2) Work toward the work zone placing signs, (3) Set up taper and channelizing devices, (4) Establish buffer space, (5) Begin work. Takedown is reverse: (1) End work, (2) Remove work space devices, (3) Remove taper, (4) Remove signs working outward.
๐ŸŒ™ Night Setup Protocol Never set up TTC at night in the same way as daytime. At night: (1) Use a TMA-equipped shadow vehicle during setup; (2) Workers must be in Class 3 garments before entering roadway; (3) Turn on arrow board BEFORE placing cones; (4) Verify all retroreflective elements are visible from driver's approach; (5) Place light towers before workers need them.
๐Ÿšจ When Something Goes Wrong If a TTC device is knocked down or a sign is hit: (1) Do NOT send a worker into traffic without proper TTC; (2) If safe, use a vehicle to block and protect the worker replacing the device; (3) Document the incident; (4) Report to supervisor and agency; (5) Photograph the scene before restoring TTC.
๐Ÿ“ฑ Communication Checklist Before work begins every day verify: (1) All flaggers have working radios/phones; (2) Emergency contacts list is on-site; (3) Call 811 is current (within 90 days for IL); (4) Permit numbers are available; (5) Agency contact is reachable; (6) TTC plan is on-site and current.
โš ๏ธ Cone Maintenance During Work Inspect channelizing devices continuously throughout the work day. Vehicles WILL knock over cones. Assign one worker (or inspector) to monitor and reset knocked-over devices. A gap in cones on a taper is a crash hazard and a compliance violation.
